A baby walker is a frame on wheels designed to support a child who has not yet learned to walk. The child stands inside the frame with their feet touching the ground. The baby walker is propelled by the movement of the child.

Baby walkers are often sold with a variety of attached interactive toys. These attached toys must also comply with all applicable mandatory standards.

Performance

Baby walkers must meet certain performance requirements to prevent them from falling down stairs, and to make sure they resist tipping over:

  • an obstacle
  • when a child leans out of the baby walker.

Testing

To make sure baby walkers comply suppliers must undertake the tests that are required by the mandatory standard. Baby walker suppliers should organise product testing through specialist testing laboratories.

Labelling

Baby walkers must be permanently labelled with warning statements. A general warning statement, a stair warning statement and additional warning statements required by the mandatory standard.

General warning statement

The safety warning statement must comply with the requirements of the mandatory standard.

The words ‘even when using parking brake’ are only needed for baby walkers with parking brakes.

Mandatory standard details

Consumer Protection Notice No.1 of 2013 – Safety Standard: Baby Walkers - sets out the mandatory requirements for baby walkers.

The accompanying Explanatory Statement has further information.

This mandatory standard is based on certain sections of the American Standard ASTM F977-12: Standard Consumer Safety Specification for Infant Walkers.
