Four EVA (foam) layers held together by a red nylon adjustable strap that passes through each layer. The nylon strap is fitted with a double action buckle (two-piece - male and female - buckle) that serves to secure the strap round the user's body. The buckled strap holds the flotation device against the user's back to support the swimmer in the water.
Reasons the product is recalled
The male part of the plastic buckle has a flat cross piece around which the nylon strap is wrapped. It is this part of the strap that is adjusted for size. In about 8% (per our sampling) of cases this flat cross-piece is cracked or broken. This does not seem to be a design or manufacturing fault, rather it seems to occur when the buckle is assembled.
The hazards to consumers
It can happen that, during adjustment of the strap, the cross-piece breaks and the strap is no longer attached to the buckle. If this happens prior to fitting the back-float to the user there is no hazard, but if the breakage were to occur during use in the water, there is a possibility of drowning. The instructions for use state that "The wearer should be under constant and competent supervision." and "Supervision should be within arm's reach of the wearer at all times".
What consumers should do
1. Discontinue use of the product immediately.
